A step in a gradient is visible because of how many pixels wide it is, and that is the extent divided by the code values it occupies - so a sky over 1920 px occupying 20 code values steps every 96 pixels. A grade cannot add levels: it leaves the step width exactly as the capture set it and only multiplies the height, which is why footage that looked fine bands the moment it is pushed.
