Class Upgrade Desk - a React class component upgraded for React 18.3 and 19

Upgrade one React class component file for React 18.3.1 and React 19. Free in your browser: string refs rewritten to createRef fields read as .current, a side-effect componentWillMount moved to componentDidMount, the other unsafe lifecycles routed by what their body does (componentDidUpdate, getDerivedStateFromProps, getSnapshotBeforeUpdate, the constructor), UNSAFE_ prefixes and getDerivedStateFromProps traps flagged, legacy context providers and consumers found with the context module drafted from their keys, and React 18 batching hazards (this.state read after an await, several setState calls, flushSync) - plus the item table, the checklist, the repo scan commands and CSVs. Metered runs write the review (each case decided, what a scan cannot see, the order) and the whole upgraded file, which the page re-scans.
