A volume setting is a multiplication factor, not a target level. A sound effect recorded at -24.6 dB and played at 1.0 is still at -24.6 dB, and with the music bed at -9.9 it is fifteen decibels underneath - inaudible, at the cap people reach for to be safe. This computes what every cue actually lands at, the gain it really needs, whether that gain is past the point where the preview stops telling the truth, and whether cues sharing a frame sum over the ceiling.
