The same animation is not the same animation in two runtimes, and the differences are exact. `iterations: 3` plays three times; GSAP's `repeat: 3` plays four. CSS and WAAPI are milliseconds, GSAP is seconds, Lottie is frames - and a Lottie duration is quantised to the frame grid. `fill` defaults to `none`, so two of the five revert the instant the animation ends. And an easing curve is a function, so the nearest equivalent has a measurable error: elastic.out in CSS is 79% of the travel away.
