A rolling-shutter sensor does not expose a frame, it sweeps one - so the bottom of the picture is a later instant than the top, and the gap is the readout time, which is not the shutter speed, not the frame rate, and on no slate. Turns a readout into exact leans, stretches, band counts and flash coverage, and runs backwards so a frame you already have measures the sensor.
